    What are the Zonas Económicas Especiales (ZEE)?

    They are spaces aimed at economic development, using the productive capacities of the region and foreign trade. In this way, have tourist and tax incentives for the export of goods and services, which will provide economic improvements in national and foreign investment that generate benefits for the nation.
    To complement, Maduro commented that “Venezuela takes and resumes (…) the construction of special economic zones, as a way to promote and develop the productive forces of our country, as a way to attract productive investments.”


    👩🏼‍⚖️ Legal framework of special economic zones

    The law has 36 articles, sanctioned by the Legislative Power and that received from the Supreme Court of Justice (TSJ) the constitutional character of Organic Law.

    Likewise, parliamentarian Óscar Rondero pointed out that the law does not establish any special or different labor regime. The rules by which the ZEE are governed are the same as the Organic Law of Labor, Workers and Workers (LOTTT), he clarified.

    In turn, the deputy Nicolás Maduro Guerra, pointed out that “this Law aims to promote the new economic model, not dependent on the traditional economic activity of exporting oil products.”
    On the other hand, the national president also announced the creation of the Superintendence of Special Economic Zones.

    📍 What are the selected areas?

    Maduro announced that the first five special economic zones, created within the framework of the new law, are:

    📌 Paraguaná, in Falcon state.
    📌 Puerto Cabello-Moron, in Carabobo.
    📌 La Guaira.
    📌 Margarita, in New Sparta.
    📌 La Tortuga Island, located in the Caribbean.

    🧏🏼‍♂️ Why were these areas selected?

    Regarding the selection of special zones, the president stated that they were named because these regions will represent “new engines” that will provide “special economic conditions” for investors.

    “The special economic zones are not for importation, they are for production (…) the central objective is the productive development of a model that definitively breaks the oil-dependent rentier model,” President Maduro specified.
    On the other hand, he stressed that these are spaces that will be monitored and for which “productive investments that lead to scientific, technological, and industrial development” will be attracted.

    🗣️ For and against

    📌 Gabriel Briceño, first vice president of Fedecamaras in Nueva Esparta, commented that “the designation of Nueva Esparta as a special economic zone requires optimal services, in order to attract both national and foreign private investments”.

    📌 For his part, the deputy of the National Constituent Assembly, Luis Eduardo Martínez ratified that the ZEE Law will promote new and important investments, in the areas that are delimited, boosting economic growth.
    📌 However, the vice president of the Encuentro Ciudadano party, Héctor Cordero, denounced that the ZEE are areas of “shady business”, where only a few will be able to benefit from this designation. “Meanwhile, some spoiled people continue to get rich in those ZEE’s, ordinary Venezuelans will continue to suffer,” he added.
